I did not sand it before i put the varnish on it which be the problem, but is there a way i can get the stickiness off the bookcases without sanding it now that it is too sticky? it’s been about 5 weeks since i painted it…still sticky

I have stripped down a custom built solid pine bookcase, which was originally coated with 1 or 2 coats of varnish (or shellac). Which do I use for a base when I plan on painting it, a primer or undercoat?
about five weeks ago i put too much varnish on my bookcases, or atleast i think so, and i didn’t sand them first. now they have been sticky when you put your hand on it. anyway i can get the sticnkyness off of them withought having to take it all off and sand it first and do it over?
